it will work somehow with imageMagick wich is really magic :-) as an example: to make a single page montage you could enter:
composite -geometry +20+50 image.jpg background.png output.pdf
where the two numbers are x-Position (horizontal) and y-Position (vertical) of the upper left corner of "image.jpg"'s position on "background.png".
If you google a bit, I guess you'll find out how to make multi-page pdf's.
Not sure imageMagick does multiple pages. If you are not against a very small bit of scripting, check out http://www.pdflib.com/products/pdflib/download-source.html Then you can script this with Perl, Python, Tcl (my favorite) and others.
