Seems like you gave the answer already yourself. The folderview shows files from a folder. Adding something to the desktop is not copying files. Otherwise, if you added some other plasmoid, e.g. a note, it would have to be copied to that folder too, which does not make sense. Taking this even further, people that have more than one project they work on an hence more than one folder-view on the desktop, would get a copy in each of those folder. The folder shown being called "Desktop" is just due to the old way, it could be called "Default Links" instead.
