Haven't seen this (my konsole icon stays in place), but my suggestion is to compare your ~/.kde4/share/config/plasma*rc files before and after the upgrade. I'd be very surprised if package upgrades were messing with your personal configuration files, but this would give you an idea of what was going on.

For info, I filed a bug. Turns out it's a known issue, with expectations of a fix in 4.4.2. Meantime a suggested workaround is to lock the widgets. In my case this seems to work.
What's the bug number, so I can make sure it's fixed when 4.4.2 comes out?
