That is for the first year after the official launch date of July 29. After that you have to pay, either by buying an OEM-version with a new PC, or the packaged (upgrade-)products.
There was an announcement that 10 was the last "version" of Windows. From this point on it was going to be periodic "updates". From the very beginning Windows has been the cash cow for Microsoft so I have to ask myself where is the income stream going forward.
