This isn't new and started the better part of a year ago. I wrote a bug on it with LO and that was the answer at the time. So you have not very helpful help regardless of what you have installed.
The upside is that at least the online-help is getting better -- but you are SOL if you don't have an internet connection when you need help.. (progress)
What you just wrote reminds me of the thinking behind the information given to people when they are about to Download a copy of Tumbleweed or Leap 42.3 or Leap 15.0 Beta (for 42.3, for example, here: https://software.opensuse.org/distributions/leap ) where one of the Recommended System Requirements is <quote> Internet access is helpful, and required for the Network Installer </unquote> However, there are no hints given on how to download the system without using the internet :-). And, yes, there is also the other very obvious question... :-).
The LO online help is still incomplete compared to what used to be included in the local help files, much sparser and the steps to accomplish X,Y or Z or much less detailed than in the old installed help.
