If you are installing from a DVD, you can do without a network connection, but your system will always be out of date. If you are installing from a Live CD or doing a network installation, you need an internet connection.

And like Bob said, without a connection to the Net, you miss all the updates (for 12.2 at the moment a total size of 25GB)
