The commitment from openSUSE is that a Leap Minor Release is easy to upgrade to with minimal changes to expected workflows. Besides that an openSUSE Leap Minor Release can include significant changes to the operating system, such as Kernel, GNOME, and systemd upgrades.
# zypper se -i libgtk-3 i | libgtk-3-0 | package | 3.20.9-1.1 | x86_64 | openSUSE-42.2-0 That means upstream WONTFIX bug https://bugzilla.mozilla.org/show_bug.cgi?id=1269274 , and https://bugs.kde.org/show_bug.cgi?id=367499 apply, and also the upstream WONTFIX bug they depend on https://bugzilla.gnome.org/show_bug.cgi?id=757142 , creating a usability handicap with no solution in sight. To me and I'm sure others with lower than average vision, 42.2's new UI impediment won't be posing a minimal change to important workflows.

I don't see LTS explicit in Leap's official description.
