You start it manually. If it works and you want it to start in level 5 as well, you add it to the allowed levels. With systemv that is "chkconfig gpm 235"

I can not comment on how things should be done with systemd. I simply mentioned gpm as an example of one service that is needed in level 3 and is not started in level 5 (default setting for decades), when Greg Freemyer said there was none. It is an example of why we need chkconfig and yast to allow us to select manually which levels we (admins) want a service to run at.
