Netscape bookmarks are kept in a simple html file.
Look in /home//.netscape/ for a file called
bookmarks.html. If you can't update them then you should check the
permissions and ownership of the file to make sure it is yours and you
have read/write permissions on it.
On my laptop it looks like this.
tim@lepton:~/.netscape > ls -l bookmarks.html
-rw------- 1 tim users 1542 Mar 28 12:09 bookmarks.html
