Sorry, what's the 'task bar'? What desktop are you running? You really need t report adequate information when asking for help.
The task bar runs along the bottom of the display and lists running apps and also can be used of starting some. I believe I mentioned KDE on Leap 15.2.
You mentioned 15.2. Not KDE.
