Don't know quite what the problem is--the database is updated from the Internet when you open a terminal with root permissions and enter freshclam. I just updated mine-- here are the last few lines:

The trouble is clamtk has an explicit "Requires: clamav-db" line in the specfile. That means it needs a package with that name, not just a manually downloaded clamav database.
