I believe this has to do with the ACPI kernel (not) being enabled.
On my notebook (Acer 5002LCI) I had to install the no acpi kernel after 2.6.11 (due to something
getting broken either with ACPI or the kernel itself). And this behaviour you are describing is
the most noticable difference between the ACPI and no ACPI. (As well as the battery monitoring not
working...but that wasn't working before so it's not an issue for me).

New installation on an IBM T20 Laptop went well without any problems.
There is, howeer, one exception. When I shutdown the system as a u8ser in
KDE it goes well until time to shut off the computer - then nothing happens.
