Download it intact to your directory (usually a good place in /home/{user}/bin Once its there in a command shell type chmod 700 {complete name of .run file} or open up your file manager and find the file and set the permissions.
Then either type its name or double click it.
Better still use:
sh name_of.run
I tried that as root after setting x bit, said can't execute binary file.
