zypper -v in /<path>/<to>/<file>.rpm or rpm -Uvhi /<path>/<to>/<file>.rpm
don't know why you want to utilize apt<anything> in openSUSE.
As I mentioned in another post, AFAIK, apt-get install works in any linux, including Ubuntu and PCLOS. It has worked upt to now in Tumblewweed, perfectly.
Anyway, I tried the suggested routine, and it still doesn't work:

again, it is telling you it does not know where "image..." is. you *must* provide the path as the example above provides:

In case 'imagescan-bundle-opensuse-15.1-3.59.2.x64.rpm' is not a typo it's probably not a built-in command, but provided as a subcommand or plug-in (see 'zypper help subcommand'). In this case a specific package providing the subcommand needs to be installed first. Those packages are often named 'zypper-imagescan-bundle-opensuse-15.1-3.59.2.x64.rpm' or 'zypper-imagescan-bundle-opensuse-15.1-3.59.2.x64.rpm-plugin'. linux-4qnb:/home/doug/Downloads # rpm -Uvh imagescan-bundle-opensuse-15.1-3.59.2.x64.rpm error: imagescan-bundle-opensuse-15.1-3.59.2.x64.rpm: read failed: Is a directory (21)

Now what? AFAIK, EVERYTHING I ever downloaded came out without error. Shall I try again? There is no check for this file.
then /home/doug/Downloads is not where the rpm file is. The "zypper ..." command I gave you expects to find the file in the path you provide. A 15 year linux user should be able to provide the path where a file is located. If you are unable, you will not be able to install it.
