I normally add -X to my rsync. This preserves extended attributes. I think selinux uses them in /
And -A is missing, otherwise ACLs get lost. Concerning the list of above directories (if one doesn't use -x, beyond the additions of Daniel Bauer), some people have automounter active for /net. Then it should be excluded as well.
