That is how I block my SPAM mail. For example, just yesterday I got tons of SPAM mail - seemingly coming from the US, I did a whois on the Originating IP and found out that all of the mail came from Mongolia. So I added the "base root" of the IP address to my mail filters.
Or, like my ISP, use a mail proxy, SpamExperts.

I sent you 2 e-mails and they were both returned as undeliverable because my ISP's domain address is blocked because of "abuse". My ISP didn't know anything about it.

I don't think I was blocking yours. I am currently blocking (1) 203.88.118....
If you care to check you will find that this address is part of what covers most if not all of Australian ISPs.
