/tmp/ndebug is the trouble maker, or atleast was on my system, I don't know how safe it was, but I made it global writable and the problem stopped.
This is not an NS bug - It is a genuine SuSE packaging bug (Check this list's archive for "plugger" for details).
Prolly a bad Idea, but if theres another fix, please lemme know. Updating your plugger package might help, if it is the /tmp/* file issue.
If not, try starting NS as /opt/netscape/netscape instead of using SuSE's netscape wrapper. The wrapper is broken for quite a while and nobody seems have cared of been able fixing it.
Yes, Netscape creates some temp files in /tmp that need to be deleted. Nope, it is the plugger package creating these files, because it is compiled with debugging on.
I forget the name that they are created under..just hunt about in /tmp..shouldn't be much to check through. /tmp/ndebug
