The peculiar part of this is that building the .rpm from the .src.rpm work utilizing "rpmbuild --rebuild toshutils-2.0.1-1255.src.rpm" What piece of the puzzle am I missing?
Look at the steps taken in the toshutils.spec and duplicate them.
