The former is bitmaps, the second is scalable. It is possible that LO does not use by default bitmapped fonts. There may be a switch for it.
The 5.3 version's Harfbuzz font shaping engine dropped support for Type1 fonts, thus apparently 5.3 no longer supports fonts from the two xorg-x11-font* packages, unless it is switched to the "old" engine in TextLayoutEngine settings.
I have both available to the system but the latest LO sees neither.
Why would anyone care about Vera any more?
