and at present I can't test the usb serial port. hald and dbus daemons are running. Perhaps HAL is a last minute change to 9.3 as the admin guide doesn't mention it, it still mentions /sbin/hotplug which is not in any of the packages.
hal is secondary. It gets called by udev as a hotplug event
/dev/.udevdb hasn't registered any USB devices.
How about /proc/bus/usb/devices ?
