You should first upgrade to 13.1.
Then, change your oss, non-oss, updates, updates-non-oss, to the ones labelled "current", which at present are just links to the 13.1 repos. Remove all other repos. Then add the Tumbleweed repo, and run that "zypper dup".
All this is documented on the Tumbleweed portal.
I'm thinking that might be the only way to get an up-to-date 13.1 equivalent with KDE 4.12.4 for now...
