http://dot.kde.org In one of the 1st articles kde-kiosk is mentioned. The explanation there is the best that is available at the moment.
Just a thought.. But why use KDE at all at that point? Just have the user login, and exec mozilla from a xinitrc file or something.. No need to run all the kde "stuff" if all you need is a browser...
