Not at all. In 8.0, assuming you're running the default SuSE supplied KDM you can set it in /etc/sysconfig/displaymanager
DISPLAYMANAGER_REMOTE_ACCESS="yes"
will enable remote logins, and
DISPLAYMANAGER_STARTS_XSERVER="no"
means that it won't start a local X server, so *only* remote logins are managed with kdm
Running SuSEconfig will make the changes to kdm's config files. After that, restart kdm and you should be set

The problem is (i think, as i havent been able to try yet) that the Xclient for the NCD is XDM aware only...
