No, it's not that difficult, /etc/hosts works. I used it for years, even when I was running a DNS server. With that DNS server, I added the hosts to that file and DNSMasq used it.

The dhcp lease change script is called for all existing DHCP leases. If --no-poll is set SIGHUP also re-reads /etc/resolv.conf. That's from the DNSMASQ man page. If you're not running DNSMasq then things might be very different for you.
