Basically as I remember, under Windows there is a file autorun.inf on DVD/CD root directory, which Windows checks for, when the disc is insterted, and if it is present, it runs the program indicated in that file (typically starting the setup program or opening a particular HTML file).
I understand the OP is looking for similar functionality under KDE/Gnome.
