The rules are to expose new "net-id" functionality in udev, why the names have to change is explained in the relevant documentation.
I only find http://fedoraproject.org/wiki/Features/SystemdPredictableNetworkInterfaceNam..., and all the links there (all to http://www.freedesktop.org/wiki/Software/systemd/PredictableNetworkInterface...) show only a 404 error.
