Any plasmoids on the desktop or panel? You could quit plasma-desktop, move the configs (~/.kde4/share/config/plasma*) and restart it. That should give you a clean config file which should not cause any CPU usage. I'm just updating to KDE:Factory, so if there is a bug in that snapshot, I'm going to encounter it soon.
