The boot order in your BIOS is as I would expect. The first boot message you should see is the CDROM and if your CDROM is bootable it should boot from it. I suspect that the CDROM you are using is not bootable, in which case it would try the HD next. You must have booted up SuSE from CD initially (can't remember if there is a floppy boot or if you can install dual boot from Windows), in either case, you should be able to put SuSE CD1 in and boot off that.
