KMail needs the kde libraries and runtimes installed, that's true. There have been builds of KMail (for Windows, Mac and mobile) that were tuned for a small footprint, but ours are not. KDE 4's design of shared services brings economies of scale when you use many KDE apps together, whereas the initial focus of KDE 5 is modularising the features we have so you can also pick and mix without bringing in the kitchen sink.
This will really be welcomed by (I bet) a great number of kde users. I like the kdepim, but detest graphical email clients having been a keyboard/mutt user for many years. Habits/likes are difficult to change. I real shame that I cannot use my preferred mail client inside a text window in kdepim.
