As I've seen nothing like this across more than a dozen 13.1 installations, I have to guess it's locale, theme, or font related. I'd first try a different monospace family than your currently selected one. Try Droid Sans Mono and/or DejaVu Sans Mono, especially if the current selection is Misc Fixed. If it's not that simply solved, try creating a new login user to see if it has the same problem.

If you are using Konsole, you are using KDE whether you know it or not.
