Were you able to install the NVIDIA driver without the nomodeset
setting?
I can't think of any but...
Could you tell me what the easy way and the hard way are?

There is certainly no mention of nomodeset.
The rd.driver.blacklist=nouveau is a setting to avoid loading the
nouveau module at startup, and NVIDIA's installer creates a blacklist
to avoid conflicts when installing driver.
See below.

In your case, the setting "rd.driver.blacklist=nouveau" does not work
and I can only assume that the phenomenon is caused by a conflict
between the nouveau and NVIDIA drivers.
