Downloading Kpackage as source and RPM has not been a successful experience.
Sorry for that. Why were you trying to download it? Its on the CD (and the SuSE ftp site)
However, after a lot of trial and error, there is a package that can be installed to provide this useful tool. It is called "kdeadmin3-3.0.4-0.i586.rpm". Although the site from which this package was downloaded cannot be remembered, a search on google should help to locate this package. The file size is 1 MB.
