TW is a difficult one to place - it is a regular openSUSE distro, so support ought to be on this list. However, support for TW is largely non-existent on this list, hence people divert to opensuse-factory.
if you consider that tw and factory are nearly synonymous, opensuse-factory is the *natural* place for tw discussion. most or nearly all of Leap is first used in tw/factory. tw discussion on -factory comes from Greg-KH's original request before the "rolling" release became tw.
