Yes.
The problem appears to be with several lines in liprefs.js that Netscape generates with the newer version. Thankfully my account was set up before I upgraded to SuSE's 4.73 RPM otherwise I wouldn never have figured out the problem. I am running Netscape without SuSE's wrapper.
These lines are not in my original (faster) liprefs.js so they seem to be the problem (when I deleted them in my wife's she got the same speed as me):
