It wasn't a general statement, it was quite clearly focused on hardware older than 10 years. I have however also found that many less-than-general cases are not tested either. Switching a virtual console to power-saving mode stopped working years ago. Recently, in the openSUSE infrastructure, we even had a Leap 15.4 upgrade issue, due to non-testing. Presumably also in TW.
