I restored all settings to default. I restarted the network with ipv6 enabled I uncommented the ::1 from /etc/host as it is default

Well, I wouldn't. I don't think there is a real problem here. At least it has worked in every one of my installations (of Leap 42x). Did you try the manual delivery with "mail -r root root" ?
