That's easy enough to do based on MAC address. With some DHCP servers you can create a list of MACs to allow or deny.

You can also configure a DHCP server to assign a specific IP to a MAC. If only allowing specific MAC addresses an IP address, you have a fairly effective filter. Also, managed switches can be configured to allow only specific MACs to connect or even limit the number of MACs connected through a port.
