From recent ( last week ) installs Leap 42.1, 42.2 and Tumbleweed with only distribution repos, all have /var/ log/journal. And they should have.

Are you sure about that? I did not upgrade from 13.2 - I ran a clean installation on this root partition. I never manually created the /var/log/journal directory. I don't know if it was created during the install or afterwards on some upgrade, but I know I didn't purposely do anything to create the /var/log/journal directory. I have made very few system type changes to anything, with the exception of setting up java, because mostly I just use default settings on everything.
Well, I also have my root partition running in a RAID 1 configuration.
I guess one other thing I did was install a newer version of plasma5 and qt, but that shouldn't have anything to do with this, I think.
