So if I were the OP, I would email that link to the source person of the issue, explaining the software problem and how it arises from non-compliance with European Commission standards. If that doesn't have the desired effect, then I'd take the issue up the organizational chain, perhaps even phone an appropriate person at the EC for advice.

The EU commission is not a government. What they say has to be implemented as state law; but they may ignore it, and then the commission may set a fine.
