When I was faced with similar back in the days long before we had The Web and such, I did it this way. I created a shell script that using nothing except TERMCAP and ECHO to maintain the screen, complete redraw, the only TERMCAP capability I used was clear screen and positioning. It was basically for each menu item in list display menu item echo "please choose one of the above" realine choice verify choice execute command corresponding to choice. KISS. Now why do you need any more if you have SSH to get there? Oh, yes, I dressed it up with restrictions and there was no way they could actually get a CLI to type in a command. Anything else and it either looped or if they tried ctrl-c or anyting the script logged them, out. Easy to do with an appropriate .profile.
