I have seen this one: <https://www.suse.com/de-de/documentation/>, but nothing about opensuse. I know that there are volunteers attemtping to translate the manuals, but I don't if German is one of those languages. I don't even know where they keep the sources, I don't participate in that project.
I guess that if you managed to download the package, and part is German, part English, it is because they simply have not finished it.

You may write to opensuse-translation-de@opensuse.org to know the translation status. Take a look on this link too: http://rpm.pbone.net/index.php3/stat/4/idpl/20938776/dir/opensuse_12.x/com/o...
