There is no technical reason to avoid re-install of kdebase3-SuSE. Its just a PITA since YaST, apt/synaptic and Red Carpet need to remove it whenever you add/remove/change software.
Try re-installing (manually or via Konqueror or kpackage) kdebase3-SuSE and see if that helps. I haven't gone to KDE 3.2.3 on SUSE 9.1 Pro yet but this problem occurred in SUSE 9.0 with KDE 3.2.1 and 3.2.2.
