Erm - I didn't have to do anything like this when I set it up. Just installed the rpm and ran it. When configuring the palm device, you will have to set up /dev/pilot to point to the serial or USB port to which you have your palm device connected, but I don't think setting IP addresses is essential unless you want to do some clever things with the palm device.
