IMHO it is not a bug, but intentional behaviour. Someone told the mirrors to block the downloads, and some repos forgot, misconfigured, or ignored the request.
I'm sorry? Inconsistent behaviour between mirrors is not a bug? Since we can't agree, a bug report is the correct way to resolve the issue, not endless pontification on this mailing list.
Why, I do not understand. In theory the media have the Gold isos and are testing it in time to publish their reports before release day. But they can not test repos if they are offline, so they may report badly on that.
