8.1 high encryption apps in the US?

With 7.0 some of the high encryption programs where not included with SuSE due to im/export regulations, so they had to be downloaded separately. Is this regulation still lifted, or do I have to download these packages with 8.1, like I did with 7.0? thanks, jeric
