It means you opened the case, or you haven't closed it completely.
.....or your motherboard has a connector for 'Chassis Intrusion Detection', but there is no cable attached to this connector, and hence it seems like the intrusion switch is open (= chassis off). The correctness of this explanation demands that a chassis intrusion switch is a NO type switch (normally open), so that the switch closes when the chassis is properly closed.
