Too complicated :-) I make a point of checking the mounted partitions when upgrading. The root partition to be must be mounted, and the rest of the partitions must be mounted on it. Sometimes it forgets to mount /usr something. As for the ordering, I don't know. You could write a bugzilla, but you have to be precise with the report of what happened.
