I think ip-up/down.local are not invoked because pppd is not invoked. Smpppd is instead. But no place in config nor rc.config files to set 'execute after'. What is rc.config after all? I had a similar problem with my setup, could not get ip-up.local to work. I gave up in the end when I discovered an alternative. Go to Yast2, Network configuration, Select modem, edit, next. In the box 'Execute after connect', select 'command line for your program'. The drawback to this is that the program is run everytime you dial in. In my case, with the help of Geoff here, we got a script to check for the program running to determine whether to load or not, or kill and reload.

Using KInternet, which as I understand it calls smpppd, which calls wvdial and pppd.
I'd like it to launch apps when I connect, but ip-up.local has no effect. And there doesn't seem to be any other place in the command chain to put accessory commands.
