Doubtful. I often want to select an icon without activating it.
You still can. In Windows (with single-click turned on), hover on the icon without clicking. That will select it. In KDE if I only want to select, not activate, what I like to do is drag a square around the icon (the same motion one might use to highlight a block of text or select a portion of a graphic for cropping).
