And what is it supposed to do, ignore the fact that the system still hasn't returned an error that the proxy is not available? What sort of timeout do you feel is appropriate?
"Settings weren't working"... sounds to me like a euphemism for a sysadmin finger-f***.
What it is supposed to do is to allow one to perform some sort of action to stop it from continuing to try accessing the proxy server. Having the "Stop" button functional would be sufficient. It need not be an automatic timeout, for I also have little respect for excessive attempts at intelligent behavior on the part of machines. Instead it hung in a condition entirely unresponsive to any further user input, so I had to kill it. This is not a sysadmin screwup, but a poor software design. I did this a few other times thinking there was some bug in the URL entry field so trying different URLs before discovering that it was the proxy problem. Oh, but it didn't help that it would hang *before* I even pressed the "Enter" key. It would hang as soon as I had typed ftp:// <-- the second slash would make it hang. Hence, my suspicion that it was at the user interface rather than network level. What finally made me peeved was that my whole desktop froze on another occasion while typing in the URL.
